if you have a mission cued up but not started, check to make sure youre not starting it under "solo" because if thats the case nobody will be able to join at any time, if you do friends only they can join or if you are trying to send an invite before queing a mission then ill check in game settings to see if its a similar thing elsewhere
it could also be worth asking how far into the game you have played because if youre on tutorial you have to play i think at least 1 mission solo first for it to let you join someone else
