Also because each Seraphim has a relatively high power to begin with, and the DNA templates they’re based on affect their personalities and physical attributes (i.e fish man for S-Shark)
Part of it is probably an ego thing, as it shows that the SSG can surpass all of the warlords. It also creates a diverse combat force, more adaptable than the uniform pacifistas

Also, let’s say the Mihawk one has some design flaw inherent to it being Mihawk. If the entire force was Mihawks, then they’re all compromised. This is why it’s good for the WG that they didn’t just make even more Kuma clones
