Honestly the changes that they did were essentially approved by Oda if I'm not mistaken, and if you look at all the small details and easter eggs even seasoned fans would be amazed. For sure. Thinking about all that made me raise the score from 6/10 to 7.5/10. My personal bad points are: Garp played too much of a role, Merry fucking died, We never saw Kuro's special attack, Usopp was made to look like an actual lunatic running around screaming pirates lol, Why did arlong pirates visit Buggy? What? I understand but what? , Zoro wasn't shown training his ass off in his backstory! He was supposed to use his mouth to lift huge stones, I'm sure they could achieve that with CGI, WHY DID GARP TELL THE STRONGEST SWORDSMAN IN THE WORLD TO NOT UNDERESTIMATE A KID AGAIN? Crocodile case is because he's related to goverment and know Pluto and idk what he's searching rn on Alabasta plus point he might know what Haki is because well he's a shichibukai, must be big atleast

Enel case is just he's ridiculously too strong. I'd say he can be as strong as Kizaru, he already know what is haki is (in this case, Mantra), just a few polishment and he would know what armament haki is. Doing a coup against an allied nation is no small crime. However, Luffy's bounty only went up to 300 million after Enies Lobby (probably because the WG was aware that the Buster Call was their own fault)

It's not surprising that Jinbe's bounty only went from 250 million to 438 million after losing his Warlord status, since out of all of the (non-Kuma) warlords, he seems like the least likely to do random crimes

my personal headcannon is that one of the guys issuing bounties was good friends with Who's Who back in the day, so he massively spiked Jinbe's bounty after the raid

But yeah, Crocodile definitely got up to a lot of heinous shit that the World Government knew about. However, since Baroque Works did their duty of stamping out low level pirates (as we see in Whisky Peak), the WG played it pretty lenient with Crocodile until his coup was foiled

IIRC the WG could revoke Warlord positions at any time, but it makes sense why many stuck around
-Mihawk: WG doesn't want to pick a fight with the WSS who hunted down marines for fun. Actually did his job by eliminating pirates
-Hancock: We don't really know what she did, but she also didn't do anything notably heinous
-Doflamingo: Held Marijoa's secrets and was an integral arbiter between two of the Yonko

Big silly theory on Saturn's powers:
||This chapter had a very interesting tidbit. Rather than simply freezing Luffy, as he has done to Sanji, Franky, Stella, and Atlas, he ordered the Marines to put seastone shackles on. That got me wondering about the limitations of Saturn's powers
As far as we know, Saturn has an ability that allows him to freeze others in place. The criteria for the ability to activate aren't totally clear. However, it is not an Area of Effect ability.
Back in chapter 1095, Sanji was the first character who mentioned being unable to move. Franky was still active, as he saved Luffy from Saturn's impalement. After this, Franky, along with Stella and Atlas, are unable to move. Saturn only froze Franky after noticing his actions, indicating that Saturn must actively want his target to be frozen.
Back to this chapter's tidbit. Why is Saturn unable to freeze Luffy? There are 2 explanations I want to discuss:
1. It doesn't work on people with conquerer's Haki: This is a fairly reasonable assumption. CoC don't bend to the will of others, so they don't freeze at Saturn's will.
2. It only works on 4 people at a time: Saturn is holding down exactly 4 people. Vegapunks don't share damage, so Atlas and Stella are two separate people. It doesn't seem like he's restraining Bonney either, as she was able to use her fruit. So, why is this specific number of people potentially important? Well, there are 4 other elders besides Saturn. Perhaps his power is a counterbalance to the other elders.
There are other possibilities, like maybe the power doesn't work on zoan fruit users, but we'll have to wait and see||
