The comments said you can raid people who are offline, but it's just a copy of their base and stuff and doesn't hurt them.
But they mentioned planning real time raids later.

They mentioned another mod that I guess is more for single base co-op so it might be based on that mod's code.
But yeah, big systems to get in place regardless.

The wiki also mentions being able to build personal and faction resource sites, so those are a thing to figure out I guess.

Ah. Seem like the main issue was that i didn't have any of the dlc's therefore borking my run at least in this multiplayer.
