Mouth wont open on Z angle

I have been looking online but I haven't found anything that would really help me yet. The mouth opens normally when the z angle is at 0. Ive never ran into this issue before. The deformer is in the Z rotate deformer. pictures for reference.

you added keys to angle Z on the lip that's why it's not moving
