I also wanted to ask if anyone had tips for animating long skirts or the weird pants he has cuz I can't seem to find resources for rigging those types of clothing

i would perhaps try to limit the color palette down to a few base colors and mainly use those, since right now you have lots of different colors which doesn't tie the different elements of the design together very well. the shapes themselves look fine to me, you have an interesting silhouette and shapes :)
strange timber
Based on what you currently have, the reds by the face feel distracting since the rest of the area near it has lighter and less saturated colors leading towards the face with the strong use of shapes. It might also be because the red in that area are circles rather than something that is guiding the eyes to the face
