I'm not sure what the movement is supposed to be like TT I tried to rig it like a tassle but it came out weird...pls send help!!

Are the tassels on a separate layer? If so, try gluing the side closest to the main scarf with each tassel where the seam might be, decreasing influence from the scarf the further down the tassel you go, then rig a parameter or two dedicated to tassel physics in a deformer parented to the scarf's deformer, and then on the physics settings, add an additional pendulum to the scarf physics for the tassel physics to be moved by and that should in theory make the tassels move correctly.

If the tassels aren't separate, make sure the scarf deformer has enough divisions and the parent deformer is not affecting the scarf in an undesirable way and is large enough to include all the movement the scarf goes through. You could treat the tassels like hair in the deformation- the one section at a time method for x physics.

General things to note: make sure the scarf and tassels are meshed properly to better match the motion you are trying to achieve. Also, if you can screen record the specific problem, it may help with trying to help better.
