I try holding ctrl and clicking, i try clicking and then holding ctrl, i try clicking and dragging, i try just dragging, i try just moving my mouse, I'm just not sure what i'm doing wrong (first time rigging/using live 2d)

I believe you have "solo" ON so anything that was not selected for SOLO you will not be able to click

if you look on the top, close to where your file is, you can see there is a grey square that say "solo"
that is used to work on pieces without clicking other by error
