Movement on the character needs to be rigged in model mode and then you use parameters to control that motion on the timeline.

So you still need to rig the model similar to a vtuber model. Live2D isnt like After Effects where you drag around objects and key them that way.

so you rig the body parts that are going to move , and put them into the timeline and then you can start animating?

You rig the body parts to parameters. Then you control the parameters on the timeline for the movement you want which creates the animation.
