That is per object so an artmesh, or deformer is 1 item.
Nested deformers that focus on specific movements
So you will just have to Nest deformers to look around

Nested means putting one deformer inside of another. So as an example For a head, You would have to have a deformer that looks X then have another that has Y inside of it (or vice versa). Where as a Pro user would just have 1 deformer that does both X and Y.
so i just make a seperate deformer for the x and y?
So instead of this your X and Y would be X and then have an deformer in Y and then Physisics would in that one.

if you watch that video she goes over how to nest the X and Y. But @vale kite is correct, you will have limitations with the free version. Its not too hard to make a basic model rig. Before you decide to hire someone I'd recommend paying for the pro version or getting the pro trial version that lasts for 14 days and following along with someone "How to rig" on YouTube. Since you're already trying.
Some good content creators that have "how to rig" video series are YoshinoArt, Syafire, and Chupuko. All 3 if you fallow along with them, will show you the basics and get you a model that is moving around by the end.

No need to ping me. Dont watch syafire’s tutorials. Those have a lot of bad habits. I recommend watching Brian’s recent tutorial series (it is unfinished but help with understanding). Get comfortable with how to use the free version. Then when you have the time, use the 42 day trial.

I personally include Syafire's in my recommended because while there may be some bad habits she goes slow and keeps in mind the the viewer more then likely knows next to nothing about live2d and explaines why she does most things. It's always good to gather your info from many sources.
A lot of learners are lazy and will watch only one series, so I do not recommend and I’ll leave it at that.
For OP, you could do your best with the free version but just keep in mind that movement will most likely be limited until you get the paid version or hire someone to rig it.
that sucks, I know how it can be. PErsonallity I'd say take a risk and get live2d for a month. its only around $15 bucks and if you rig the model yourself its FAR less then paying even the lowest cost rigger. Plus you get to learn a new skill. And if in the end you decie to not want to rig it yourself your only out 15 bucks and you have a better understanding of rigging which lets you be more knowledgabul about what is resonalbul to ask for when talking to a rigger.
Also there are coupons to get discounts. I know off the top of my head theres a Referral coupon code that gets you 20% off the price for your first month and there may be others.
