Hi, I'm new to live2d too, but I may be able to help you! My model sorta has horns too, (little owl horns to be specific). But basically what I did is that the horns are separated from the face but put together in one group deformer so that when it moves, it moves along with the head. I'd love to go further into detail but that is the gist of it.
Also, I'm not sure what you need help with exactly, is it the parameters, deformers or making the mesh? Are you in the process of separating the model and don't know which parts need to be separated?
Earrings are indeed separated from the ear, but like the horns, once put into the Live2D program I think should be put in a deformer group. The more pieces separated the easier it will be for you.

If you are asking about the default Parts folder list that new Live2D documents came with (Face, Ears, Nose, etc), you can ignore those
Some Live2D tutorials even the popular ones are kind of "outdated" in that regard
You should just put your layers into folders/layer groups in the PSD and open the PSD in Live2D Editor, so you are retaining your own folders

The horns will probably go in the face folder. And the earring with the ear folder. Tbh I dont mess with those after I import the psd unless I realize something needs to go behind something since I haven't run into a time where that was all that important.

If you already have your own folders from the psd, leave the horns and earrings alone. If youre trying to sort all your pieces into the default folders, then sort them into whatever they are attached to. Horns to face, earrings to ears.
Not everything has a hand-holding tutorial and a lot of stuff is kinda just posted as a "look what i did" and people who are more familiar with the software can reverse engineer it. Most of the hard part is figuring out how it would look in 3D space, like how it deforms and then using deformers to achieve that look.
Im a visual learner even with all this typing im reading is confusing me a lot, i krita and i made folders, i did one for the body layers, the eye layes and ect then i exported it as psd and inported it into the program then i clicked the layers and went to the inspector to the parts and put the eyes to eye or eyeball and the head to the face and ears to ear and ect
Doing the inspector part isnt really necessary
And depending where those default folders are, it might mess up the layer order I would think

Its fine to do it most likely. I don't bother because I use my own folders
I will just keep it as it is, so i keep the horns and earring seprate im guessing
But it sounds like the tutorial might not have explained why they did that.
I been watching her, her vid is simple and easy for me bc idk anything about live2d
I did the deformers and the body x and y and the breathing and the rigging of eyes im on the eyebrows atm just couldt find anything about horns thats why i came here
When i hop on i will take a picture on my screen and show it
