Well, there's a couple ways, depending on the level of detail. You can separate it into chains, separate it into sections, or just have it like that
If you really want detail you can separate it into individual chains, but that can also annoy a rigger depending on their level of experience with live2d
In general I think as long as you have It split to an extent you should be fine
I'm not an uber master at live2d but those are the ways I could see useful

ifyou want it to move very smoothly, you'll have to either use the "skinning" method (deformation path, and then skin) or you''lll have to do it individually by each link. otherwise you can try to brute force it with parameters, but it won't look as nice.. It's better to have it on rotation deformers rather than warp (brute force)
If I were to use skinning, would there be a way to anchor the two ends of the chain (one end on the collar, the other on the strap)?
You could use glue. Just make sure the points where hey connect share the same mesh shape on both meshes you're gluing them to

I used Skinning. At points -20 and 20 I made the color of the chain darker to give the element a simple 3D effect.
This is an easy method to add volume to simple elements if you don't have many layers👀

separate the layers by colors as an extra if you want add another orange layer to give it a 3d effect when rotated at the angles x, at last you can do skinning in the orange one

How would gluing work for skinning if I were to attach the two ends of the chain to the collar and strap? Would skinning still work with two anchor points? 
yes! but you can also duplicate the item, glue it to itself and then have each layer connected to collar and strap respectively for MoaR pHySiCs
