The problem is that they put a cash drop on it too.
If there was no cash drop, you can balance it to spawn more often.
But due to the cash you can't.
Literally the only reason for the delay, and its not even a decent cash reward!

You get like $35,000 from him, when you can get that much with the worst business in the game (document forgery) and finish in like under 48 minutes as soon as you join the session.

So this is the logic of the event.
If session > 45min
Pick player. If player == 48min, send gooch.
If pick player isn't 48 min.
Pick 2nd player.

I'm not too sure. I know the session has to at least be 48 minutes old, doesn't mean the person who joined the session has to be.
