I managed to fix my issue. @chilly prawn helped out and can probably give a bit more info, but basically:
I had Microsoft Edge forcibly uninstalled from my system which caused Edge Webview to be unable to update. Reinstalling Edge fixed it.
I really hope there's a way around this in the future, Edge loves taking up too much computing power.

For me it's:

Its on your map if the quest is tracked. the gold diamond to the west of starting area. if you zoom out too much on your map it will hide the marker

The launcher is installed, antivirus is off, background apps off, run the "Intrepid Studios Launcher" as admin. The launcher seems to open somewhere. It shows an icon in the lower tray on the bottom of the screen. However the actual installer is nowhere to be seen. I have tried alt/tab win left arrow right arrow etc. I tried changing resolution multi monitor to single monitor. I can see the program running in task manager/Processes. I opened that to a lower tab for the "Intrepid Launcher (Main)" screen that should be on my screen. I can not (bring to front, minimize/maximize, and switch to does nothing. I am at a loss what should I do about not seeing the installer on either of my screens?
