it's not like bdo at all, the system is more similar to gw2. there's 2 different things that often get mashed together, but they aren't the same.
There's the camera mode, and there's skill type.
Players can swap between action camera mode and non action camera mode, this is just a camera mode though, action camera will essentially soft tab target whatever enemy your camera is facing, and the keybind for the basic attack changes to clicking the mouse. It also lets you freefire ranged weapons like bows towards your cursor even if there's no enemy there. You are still able to hard tab target just like in non action camera mode, and this hard target will override your cursor position soft target if you choose to do that
skill types are a different thing entirely, there's targeted skills and template skills.
Targeted skills must have a target, and that target can be either a hard tab target or a soft action camera target.
Template skills are things such as aoe attacks. These do not involve a target at all and simply hit everything within their template. These skills will be aimed no matter which camera mode you're in, generally (maybe always?) simply aiming forward whichever way the camera is facing.
the 75/25 thing is related to the skill types, the idea being that players will be able to lean more towards either template skills or targeted skills if they wish.
Directional attacks is simply referring to attacks that are more or less effective based on where the user is positioned relative to the target. This is a system that's used heavily in FF14, but it's been in other games as well. Things like "if you use this attack from behind your target it deals double damage"
