This doesn't look like Tropics lag. This looks like Summoner pets causing lag
If you see Summoner pets being cast and causing lag, please put in a bug report using /bug
This connects what's going on with pets with game data, so the team can investigate better

Hello everyone, I'm Seren. I'm a merchant of the Merchant's Guild, a new guild formed just this weekend! I'm running for Mayjor of New Aela, where we're based, so if you become a citizen there, please vote for me!
Our aims are to build up New Aela by encouraging trade between cities and getting people to gather around our settlement where resources are abundant!
We have been doing caravan runs back and forth between Miraleth and New Aela. I like to hire adventurers along the way to guard the caravan. Upon arrival I pay all the guards a bit of silver plus I buy any materials they gather along the way.
We pick up commissions in each city and then complete them during our routes for extra xp and glint. It's a lot of fun so feel free to join us as a guard or a merchant and vote Seren for Mayor in the upcoming election! Our guild is also open for invitations as well.
We have a Caravan run planned for 7:00pm GMT tonight from Miraleth to New Aela, passing through Highwayman Hills and Briarmoor, various other location quest points on the way, passing through wolves, spiders, minotaurs and bandits.
If you want to join me, try to pick up a bunch of commissions that match before I set off!

From what I gathered, settlements were vassalizing the wrong things when they leveled up. This caused certain settlements that were supposed to remain independent to be unable to progress.
