It's not as simple as restarting the server, but they are digging into the problem - just requires a bit of work that is not quick work to resolve unfortunately. (For the long term fix that is)

You must still be close enough to the town though when you log out. press the page up button on your keyboard and it shows what server worker you're on. Make sure when you log out you are not in the same one as the city you are close to.

Update. 2 hours later, queue just ended. Same issue despite restarting steam and validating both sides of doing so. Now about to have to get back into a queue and miss guild content/events. Yea, it does suck that the best mobility skill is on the last section of the skill tree, together with a good cc ability. But sure, they could maybe use a slight tuning on the heals, but I promise you, with proper gear you can pump out a lot of HP

It is not possible, you are in the city (Miraleth in Lotharia) or nearby, and when it disconnects by mistake, it puts you in a queue, queues of 150, 50 people, which takes hours, between 5 and 9 hours.
You have to solve this situation, it greatly limits the time spent testing.
Many users will stop entering, you can't wait for hours.

Hmmm. Anyone else having issues with the quality of Flax spawns? I cant find any higher then uncommon and i am Level 17 Herbalism and have green sickle. The funny part is i get plenty of Apprentice Herbs in different qualities. Only Flax is 95% Common and the rest uncommon.
