There is no communication from Intrepid even hinting that caravan space is too much.
Only thing they said was "don't stack caravan with 24 crates".
Of course, some lack intellectual capacity to understand that doing 23 crates is also not OK.

But for 15 crates, line becomes a bit blurry.
Now, average and fair player would probably decide "if 24 crates is not OK, I think 15 is also probably too much".

Stacking many crates in caravans is something that I personally don't consider an exploit, at least one that should be punished unless Intrepid clearly communicates limits/intents.

And I'm not even counting epic+ wood itself
