I think this feature was brought in to fix bugged caravans. So using something for it's unintended purpose to get an advantage (of some form) over another play who uses the system as intended id say is an exploit. And so does Steven multiple times on his stream. In thr case of dismissing caravans I'm not sure on this tbh becuase the owner loses his caravan. I'd still say it's an unintentional mechanic of something that was meant to be a solution to bugged out caravans
