I think this card is too dependent on Mana Surge. You essentially need 9 mana in order to defend using the reflect, which is not very feasible. Also its reflecting is a bit underwhelming in general. Making her reflect 30% without Surge, and 60% when Surged I think would bring her reflect into a somewhat more usable, and defensive state.

or let her block part of the damage and if you have mana surge bounce it back as well
