If you have double masters that means you are playing against bots. If a match against bots is created the restriction of no double masters is lifted to improve match making times since there are no real players on the opposing side to be affected.
Note there is currently a bug that is causing more bot matches than usual and for bots to be present above the usual elo cut off.
