Personally, i cant activate the number 39 utopia double's effect but everyone else can, i have tried multiple times against multiple ppl and have seen if there were any locks stopping me but there arent.

Remove the rarity on Double or Nothing, theres an issue (which I thought was already fixed) where rarity on cards using an alias, such as alt arts or tcg/ocg splits, cause the alias to no longer work. In this case, its causing the tcg version of "Double or Nothing" to no longer be treated as the original "Double or Nothing", so Utopia Double doesnt recognize you have one in deck

95% of players arent playing to prepare for duels in the ocg, those that play here and irl are almost all in the tcg, so having the tcg text/rulings applied for those cards prevents issues when they try to play irl

TCG cards are just poor mistranslations that they can't be arsed to fix in their own database without a reprint
The SEGOC in auto is different anyhow
If they wanna practice for irl play they should be using manual mode
Auto is more just for fun or casual play
In which case it shouldn't really matter
