Cross-Sheep effect negated without a card or effect being activated

so if anything can negate any part of that effect it will be negated

so your draw 2 got negates cuz of the fusion part of the text saying "special 1 level 4 or lower monster from graveyard"

The wording of Cross Sheep includes all the effects until the effect resolves, where it then checks and applies the correct option related to the Summon Type used

Because Cross Sheep has an effect that would move a card from the Graveyard in the whole effect, the effect, though it wouldn’t apply the Fusion effect at resolution, is negated

I still don't see how 4 different effects are all in a single one. It's like I should be able to Ash Triple Tactics Talent when opponent is not using the effect to draw.

it's because cross-sheep is trying to do every effect on it's card text, whether it can or not doesn't completely matter, but Cross-sheep is saying it's going to try to do all of them, and necrovally is negating it, because it could be using the effect it's allowed to negate
