Cynet Conflict Bugged?

I'm pretty sure the second effect of cynet conflict is bugged. I used conflict on Floowandereeze & Eglen on turn 2 and the opponent was able to use the effect on turn 3.

When a Floo monster (such as Eglen) leaves the field, it is banished by its own effect. Cynet Conflict negated the activation of the effect of Eglen, then attempted to banish it, but Eglen banished itself via its own effect when Conflict attempts to banish Eglen. Because Eglen was banished by its own effect, the last part of Conflict's effect does not apply, because it requires that the monster be banished by Conflict's effect, which Eglen wasnt.
