When the monster is summoned, but only if the effect that summoned it was chain link 1, as it must be the most recent thing to occur in the previous chain
Hmm ok so let’s my opponent just destroyed my monster, I activate eternal favorite to summon Yubel, and that’s starting a chain link. By itself, it can’t be responded to after that by any negates?
If in a new chain, you activate Eternal Favorite to special summon a Yubel monster, once the chain resolves after the monster is summoned, no one can activate an effect in direct response to that summon, so instead of offering either player a chance to respond after the monster is summoned, it returns to an open game state.
This also means that if the Yubel monster has an effect that activates when it is summoned, that effect will not activate.
What if it's activated as a CL2 or higher
Special Summon 1 of your "Yubel" monsters that is banished or in your GY. Neither player can activate cards or effects when that monster is Special Summoned.
If its CL2 or higher, then its not the most recent thing to happen, and misses timing for the "no responding" part
