In turn 2, final play of the replay:

CL 1 Thousand Eyes restrict targets Caesar to equip

CL2 Anguish targets TER to Link

CL3 Mask Change 2 target TER

On resolution Mask Change resolves, summons Dark Law, CL2 no longer has a valid target. CL 1 resolved and equipped Caesar to a monster no longer on the field. What's going on? How can Thousand Eyes equip a monster to it if it's no longer on the field?

What am I missing?

Caesar was still going to be equipped to restrict with the effect and cus restrict is gone Caesar got sent away, thats how that works

#

It was still intended to be equipped and when the monster goes away the equip card goes away too

#

It has nowhere else to go but the gy

see the attached ruling. If a monster equips a card to it by effect but that monster that is being equipped to can not have cards equipped to it on resolution it does not try to equip since there is no valid target

#

since D/D/D Wave Oblivion King Caesar Ragnarok is no longer face-up in a Monster Zone and it cannot be equipped with Equip Cards, the part of the effect that equips D/D/D Wave Oblivion King Caesar Ragnarok with a monster is not performed.

Well this says otherwise and it's more recent that your shared post

It's basically cuz the effect had already resolved so Caesar will become attempt an equip to thousand eyes, but since thousand eyes ain't on the field anymore, it can't equip to a card not on the field so it gets sent to the GY by equip spell mechanics

Judge said this

Consider the following cases:

  • A monster (for example, Plasma) activates its effect that equips another monster to itself, and the former is not face-up on the field anymore at resolution.
  • A monster (for example, Superheavy Samurai Soulpiercer) activates its effect that equips itself to another monster on the field, and the latter is not face-up on the field anymore at resolution.
In both these cases, the monster that would be equipped to the other monster is sent to the GY.

That ruling you linked is also listed on the official Konami Database on cards like Plasma (below) and Relinquished.
https://www.db.yugioh-card.com/yugiohdb/faq_search.action?ope=4&cid=7096
処理時にこのカードがモンスターゾーンに表側表示で存在していない場合、対象の相手モンスターは墓地に送られます。(効果によって墓地に送られる扱いにはなりません。)
Which translates to:
If this card is not face-up in the Monster Zone at the time of processing, the target opponent's monster is sent to the Graveyard. (It is not treated as being sent to the Graveyard by the effect.)
