is there any difference between "if a card or effect is activated" and "Activate only as Chain Link 2 or higher"?

I suppose there aren't any cards that say if a card or effect is activated, but still

Can’t think of a specific card off the top of my head but the former doesn’t chain, as in it happens after the effect is activated, the latter will activate within the chain link to the effect activation

Actually fenrir is a perfect example for the former

for "activate only as a CL2 or higher", it needs to be reacting to a card that actively begins a chain
