Dunno if it's a bug or not, but when you join an rs late, you don't get any of the arts the host had already picked up.

This is a feature due to the days when people accused others of stealing their artifacts or hydro. Fyi, all hydro on the map is also your own instance of it. You cannot take their hydro.

It has been like that for some years. Not an error. It was implemented to prevent last minute hoarders.

the fact that everyone has their own instanced arts is a feature. the fact that if you join late you get less arts is a bug. everyone has their own instance so I don't see how giving less arts to people who joined a bit late is "preventing last minute hoarders". Given that this only applies to private all it does is make you less likely to join late and help out on a run because it's not worth it when there's no arts.
