Yes you can war dec people, and yes you can loot their stuff if you capture their stations, but what you are suggesting is more similar to being able to hack into their bank and steal ISK directly, or to be able to rip skill points out of other player's heads (without their permission). Even EVE doesn't go that far.

What you are proposing is 100% more extreme than what can happen to you in EVE. Credit cap is the unspoken life blood of this game, and the main reason players don't focus on it is that it is a stat that only ever goes up.
Again, even EVE doesn't allow you to steal permanent progression, which in this analogy would be skill points. What you are proposing is evil.
