Question Regarding Race Session Condition Settings

I have never participated in a RaceRoom championship before. How will the race session conditions be set? Such as what time of day, what clouds level? Will these settings be announced later or will they be random? And how can I apply potential vehicle ballasts in offline practice?

For the balladt: you can't, ballast ist only available online as of now.

They don't used to tell the time of day or cloud.
You can apply ballast if you create yourself a dedicated server and use it from multiplayer.
