error 13 means ISP routing issues
but it's weird that it only happens in multiplayer

I reported to my internet provider to unblock the appropriate ports and it worked. In google you have to type raceroom port and there they are listed.

Is there any chance you can share more about which guide in the search results? I'm running into Error 13 myself more often now and haven't been able to play today at all
