Exactly this. But you can skip the "almost guaranteed" part. At the moment one combo is always free+starter pack, sometimes two. For more you will need to buy a few tracks ... and some popular classes that are not in the starter pack. Mazda MX-5 come to mind and a modern GTR3 car (basically the ones that are now in a DTM 2023 pack - but you can buy the GTR3 equaily version of those cars if you like those liveries more).
