#Game stuttering for all the track and both offline and online server

about 2 months ago, my game run smoothly without any stuttering issue. however, it start to stuttering like crazy recently. It happen on all the track, and both online and offline server (singleplayer and multiplayer). stutter happen at the most random time, either can be practice, qualifying and race. When stuttering, I got 24FPS and lower, which really frustated. It also causes me to kick out of the server while having a ranked race.

My laptop spec is here (it should running just fine)
-Ryzen 5 5625U
-AMD Radeon Graphic Vega 7
-16GB RAM

I tried this solution, but nothing work:

try to play in 32-bit instead of 64-bit
move my game from HDD to SSD
the solution on the internet does not help
change power plan to maximum performance
nothing I could do in BIOS settings
playing with one screen only, but... it even worse
clean up some storage

I wish some help who experience with this issue so that I can enjoy playing it back. So now, I'm just gonna play AC while waiting anyone send some solution. Thank you

forgot to say, while raceroom has a lot of stuttering, the other game on Steam running just fine. The CPU utilization is just somewhere around 16% on average. What is strange enough when the game starts to stutter, the CPU utilization does not increase. I also monitor every single lap while it stutters. CPU utilization remains the same. I uninstalled the graphics driver because AMD is AMD. it does not fix after reinstalling latest version of graphic driver.

Try reinstalling dx9 drivers

Unplug any controllers try running using keyboard /mouse

Try updating the controllers drivers

bruh... logitech website said it is the final version of LDFG. guess im screw up

Just delete it and reinstal it

if "LDFG" is Driving Force GT then you can try Logitech's old software for it. it was called Logitech profiler, I think?
