Yup, it is true. Plus (with the s pronounced) is "more and plus (with the silent s) is "no more"
For example, when you eat you can say "j'en veux plus", which means, depending on the pronunciation "I want more" or "I do not want any more"
The pronunciation of the 's' isn't strictly needed when it means more, unfortunately
Some (generally older) speakers use the plu pronunciation systematically
But even for younger speakers, the plu pronunciation is use when it's modifying adjectives (that don't start with a vowel sound, because if they do start with a vowel sound, you get a liaison)
Il est plus grand que son frère → plu
Nous somme plus pauvres que nos parents → plu
