I don’t recall but I distinctively remember hearing that a certain dialect of French does allow for “avec” to be stranded like that (maybe NE France / Belgium?) but I could be misinterpreting what is grammatical for them!

In any case I was just talking OPs structure with qui (which would definitely not work in any dialect in French) and reusing it. I think other structures are definitely preferable.

Yes it's definitely a thing, I wouldn't even restrict it geographically as it's a calque of English syntax in (but not exclusively) young speakers
