Are you confused about the tense? It's the plus-que-parfait. It's used to talk about an action which precedes another action. You were wishing or hoping about the past event before the past event, so it's in the plus-que-parfait.

I had wished to go to the cinema, but I was angry.
J'aurais souhaité que je sois allée au cinéma, mais j'étais en colère.

I wish I had gone to the cinema, but I was angry.
Je souhaite que je sois allée au cinéma, mais j'étais en colère.

I think which way you said it would depend on when you were doing the wishing. If the wishing happened before the thing, use the plus-que-parfait. If the wishing is happening now, I think you should use the present, though I might have misunderstood, as I haven't spent a lot of time on this tense yet.

As for how the past conditional is used, it's primary use is in if statements, with the corresponding tense being the plus-que-parfait

  • I would have gone to the movies if it hadn't rained →

  • je serais allĂ© au cinĂ©ma s'il n'avait pas plu

  • If he had been nicer, I would have liked to get maried to him →

  • S'il avait Ă©tĂ© plus gentil, j'aurais souhaitĂ© me marier avec lui
