Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
I don't think you'll get anything with both definitions simultaneously, at least nothing perfect
Chenapan might work the closest though it's a very specific word
Or vaurien or something like that
I'm not sure that it'd be understood right though. I feel like in french, it's more to express either a mischevious child (for chenapan) or someone that can't do anything right (for vaurien)

Maybe saying like "Je pense que je n'appartiens à aucune culture/ aucun pays en particuler" would sound better
but there's no exact word to me
That leaves out the negative connotation entirely
Ultimately it comes down to what's most important to convey
Because nothing will cover all of it
