"quoi" is used as an object in questions. It is complete by itself.
what do you want? => tu veux quoi ?
be careful. When using inversion, "quoi" becomes "que"
what do you want? => que-veux tu ?

"quel" qualifies a noun. It is not complete by itself. It's used for "what [thing]" or "which [thing]"
what/which car do you want? => quelle voiture tu veux ?
(quel/quelle/quels/quelles based on gender and number)
