where as que is something that is acting upon the subject by someone else

la personne que j'ai vue (conveys the information "j'ai vu la personne", "la personne" is the recipient of the action)
la personne qui m'a parlée (conveys the information "la personne m'a parlé", "la personne" is doing the action)

I think that's the bigger confusion but I could be wrong
La souris que mange le chat => Le chat mange le souris
La souris qui mange le chat => la souris mange le chat
The concepts here are "subject" (carrying out the action, qui)
And "object" (receiving the action, que)
