Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
Though it can be used as a general verb for an action, it's just that it's idiomatic (as in it's a logic of the language that isn't applicable elsewhere) in the context of the weather like in « il fait chaud »
We can pose the same question in English: Why do we say that we 'pay' attention to something? 'to pay' means some sort of transaction, often financial, yet there isn't any transactions described by 'paying' attention. Just because I pay attention doesn't mean you will pay attention. Why do we use 'pay' here then? There's just no reason, people just decide it should be there
