I understand this as a list, and essentially how you understood it, but listing a common turn of phrase rather than articulating the behaviour.

Moi je
Is to say someone selfish and self centered. It's a childish way to start a sentence instead of saying just "je" "I". = "Me, I don't like that" instead of "I don't like that". It emphasize the use of first pronoun to exagerate. Usually used by toddlers or to make fun of someone selfish by imitating them.
Genre in this exemple is just the "like" english.
= "It's amazing how he is stupid, like, a lot !"
