Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
this is exactly the same case as "que" vs "qui" as relative pronouns, if it rings a bell at all, and yes there is a big difference
"que" indicates "ce" is object in the following clause, it is the one receiving the action
"qui" indicates "ce" is subject in the following clause, it is the one doing the action
"ce que je fais" (what I'm doing)
here, the implied sentence is "je fais ça", ça is object
"ce qui arrive" (what happens)
here, the implied sentence is "ça arrive", ça is subject
most often, that means "que" is followed by a subject while "qui" is followed by a verb (as the subject is already known)
that said, this is not always true because of stylistic inversion
