For example i just found out that the word permettre requires the preposition a to introduce the recipient and then it also requires the preposition de before an infinitive verb

regarding the situation you gave, prepositions are a pain in that what to use after a given verb depends on the exact verb and construction.
Some constructions use no preposition, some use à, some use de.
