To talk about laptops in general you use "ordi" or just "PC"
If you say "portable" without any context we'll usually directly think about the phone
Fwiw "portable" does not mean "phone" in Canadian French, to my knowledge. I would assume you were talking about a laptop unless I knew you were from France. For phone, I would say "téléphone", "cellulaire" or "cell".
You might occasionally hear it for a phone but it's not the primary meaning yeah
