bcs the original sentence is just « c'est beau »
« les roses » is added in to clarify what is it that you are talking about
But if I move les roses to the front, it must be « les roses, ce sont belles », right?
No, same thing
« ce » tends to be masculine (technically neuter) singular
The only exception is if what follows the verb is a plural noun/pronoun
Les roses, c’est beau
(What follows the verb is an adjective – i.e. not a noun nor a pronoun – so it stays singular)
Ce sont de belles roses
(What follows the verb is a plural noun, « des roses », so it ‘becomes’ plural)
