Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
"il se passe" is the affirmative sentence => ... happens (incomplete sentence)
if you want to use inversion, you put the subject pronoun (il) after the verb (se passe), and add a dash inbetween
"se passe-il" (incomplete sentence)
... almost.
inversion has a rule stating that if the verb ends with a vowel and the subject pronoun, you have to add -t- inbetween for euphony. Meaning it has no meaning and its purpose is phonetic, it's supposed to sound better.
"se passe-t-il" (incomplete sentence)
(similarly, "y a-t-il" is the inverted form of "il y a", incomplete sentence still)
It's not supposed to sound better.
A t sound is always added before an inverted il (and elle, on, ils, elles) no matter what.
The only thing that changes is how that t sound is spelled: if the verb conveniently ends in a silent t or d, we use that to represent the new sound (as in vend-elle, vendent-ils). If not, we add that t inbetween (as in aime-t-on, convainc-t-il)
