unfortunately, there isn't a consistent rule
preposition in all languages tend to be pretty random
in this case, the rule is on a case by case basis, and depends on the verb and construction.
at most, patterns are tendencies. For instance, communication verbs tend to use à (parler à, demander à, etc)
