celui qui est plus grand => the one that is larger
ce qui est plus grand => what is larger
"celui" refers to a specific instance of an element among a set, distinguishable by a given characteristic. It usually translates to some form of "the one..."
"ce" refers to all that follows a given characteristic. When followed by a relative pronoun (que, qui, dont...) it usually translates to "what"
while slightly off topic, I'm also gonna add "je préfère le plus grand" (the larger one) as a natural fit for your sentence

no, but it's not specific at all. doesn't even need to be a bicycle in your example
they really serve different functions
celui reduces the options to the only one that fit your criteria
ce is open to anything fitting that criteria
