I've never heard "dans" for a province, only for the north west territories & states I believe

Usually "dans" is secondary to a main usage of au/en and generally only certain regions use it, some more often than others

I think the Canadian government's justification was that because Saskatchewan had been named after the River Saskatchewan – which is feminine – the province is also feminine

I've been thinking about it, and I cant find a neatly stated rule, but here goes :

Most subdivisions get an article (hence a gender) no matter how small or large. This might not be the case when the subdivision is relatively obscure to the general French speaking public (whether too smal, or too remote, or not linked to other more relevant names for which a gender is set...), and when l'usage has not settled to a specific gender. In which case, one would usually use a phrase such as "la Province de XXX", "l’État de YYY", "le comté de ZZZ".

This is also the case when the area's name is derived from one of its cities.

Some examples :

As far as I know, all Japanese prefectures follow the "la préfécture de X" template (arent they all named after cities?). Historical regions are not :

Side note: some cities are indeed gendered, when the article is considered part of its name, whether in French speaking countries or elsewhere.
