neuf/neuve carries the sense of "brand new" (quality, just created) while nouveau/nouvelle carry the sense of "relationally new" (something recently acquired or changed, even if the item itself is old)

you can use nouveau/nouvelle for everything

neuf/neuve is more for items/non living things

you can say

"ce sont des chaussures neuves" et "ce sont de nouvelles chaussures"

but you can't say "c'est une élève neuve"

you can only say "c'est une nouvelle élève"
